Common European Framework of Reference for Languages (CEFR) is an INTERNATIONAL STANDARD to describe language ability that contains a detailed description of learner level by English skill.
It has 3 broad bands divided into 6 levels – A, B, C (A1, A2, B1, B2, C1, C2)
C – PROFICIENT USER
C2 – MASTERY or PROFICIENCY
C1 – EFFECTIVE OPERATIONAL PROFICIENCY OR ADVANCED
B – INDEPENDENT USER
B2 – VANTAGE or UPPER INTERMEDIATE
B1 – THRESHOLD or INTERMEDIATE
A – BASIC USER
A2 – WAYSTAGE or ELEMENTARY
A1 – BREAKTHROUGH or BEGINNER
***In the new level system, we have added Pre-A1. The students in this level have measurable English skills but do not have the skills of A1.
***For purposes of evaluation and pedagogy, the CEFR has a list of very detailed English skills for each level.
